I think any facility you are looking at will be prepared to deal with her dementia, no? Because she's not trying to be hard to deal with, she's ill. It's got to be a terribly hard position to be in for you and your sister and your dad. But hiring professionals who know what they are dealing with (which is how I see assisted-living) is smart when you can make that choice.

The dog might be a harder cog to fit. I know my aunt's mom had to go from two cats to one when she went to assisted living. But that meant they inherited an awesome gray cat that I keep trying to convince them I should have. But I don't know pet policies, just that I want Tom Tom to live with me. For he is lovey and gray.

Just last night, my friend was talking about her parents, who are in a place specifically for moderate to severe dementi/alz. Her dad has generic dementia of the friendly but repetitive sort, but her mom has pretty advanced alzheimers. She is going through a bitey phase. As in biting the staff in the facility when the don't understand her (which they don't, because she's reverted to her native dutch, losing all her english.) Staff doesn't even bat an eye, it is par for the course. Tell your sister that most places have seen it all, you mom is probably a garden variety patient.
