Well not canonically, no, but this is transformative fiction.

But, really, Joss didn't have his vampires do that as a normal power. That was something Dru was working. They do it all the time on Vampire Diaries. And True Blood.

Dracula could do some kind of mind control whammy, so I think it's fair game as a generic vampire power. Easy to overdo, though.

True. And in the Vampire: the Masquerade system, it's a basic trait. You can just blow XP to really ramp it up and turn everyone into thralls of your will!

I used to have big plans for hypothetical thralls of my will. Right now I can think of no higher ambitions for thralldom than getting Ryan to go potty.
