Sadly, I'm going to have to disbelieve my husband's intriguing Stewie theory and go with Vortex, with a side of Amy. Here in SF you see a lot of partly-to-mostly-busted items left on sidewalks and corners and near but not actually in dumpsters. It's urban code for "This is too broken for me to fix but it's not completely trashed, so I give up but anyone handier than me (or who wants to harvest the good parts) is welcome to it with my blessings."
