No frosting, but I think the name comes from the fact that a lighter color rises to the top, so it looks frosted.

Is it different from an Orange Julius? I've tried that. I don't usually like creamy tastes mixed with orange flavour (orange creamsicles are just wrong--I used to drink my orange juice all before or all after my cereal to minimize the flavour overlap) but that was good.

Orange Julius will make me laugh forever because at some point, possibly before I was born, my mother thought that the special thing there was orange juice with hot dogs IN IT. And thought that for a long time before actually saying it to anyone! OMG it makes me laugh.
