I think it's the HARP (home affordable something something) program. [link] Your mortgage has to be owned by Fannie Mae or Freddie Mac to be eligible - but call whoever holds your mortgage, because mine was but I didn't know it. If you meet their criteria, you might be able to refi up to 125%.

Seriously, it was like a half hour on the phone. I have to pay for an appraisal, and there will be closing costs, but this is a big relief.
