No, breakers only flip off on their own. My guess would be that the power surge flipped some other breakers and someone "helpfully" flipped them all back on.

I've been swimming my laps like I'm supposed to, but my form is actually getting worse. So, I think I'm going to sign up for a month's worth of lessons in July. They offer four half-hour lessons from 7/10 to 7/31, with up to four adults in each group, for only $44, and it'll be worth it. My breathing is all wrong, I know, and my kicking has gotten worse--I used to just start kicking and stroking fine, but now I can't do both of them at the same time, so my kicking has become negligible at best.
