ISTR red being declared neutral back when I was in high school. I don't know that I'd go that far, actually, but my everyday shoes that I wear with just about anything are red. FWTW.

I wear my dark orange shoes if I'm wearing my dark orange top, or maybe something brownish. Doesn't happen often.
Navy and black makes total sense to me, but only black shoes with a navy dress. I'd feel off balance with navy shoes and black clothes for some reason. But I have denimish shoes I'd wear with black clothes.
