Nice to hear about good Halloweens! Coworkers and i are blown away by P-C's link to actual laws and ordinances in VA about trick or treating. While i'm all for local residents and parents getting together and setting up guidelines for trick or treating, i know we (as dispatchers and calltakers) would go insane if there were actual laws and people expecting officers to come out and walk the neighborhoods ticketing teens scamming the candy or knocking on doors after 8pm. And i can guarantee those kinds of calls would clog the lines all night (and a couple days before, and a couple days after...). Rules = made of awesome. Laws = waste of legistlation and enforcement time and effort for a nuisance issue.
Catching up rather late and it's already been phrased better by others, but Steph so sorry for the long string of bad news, of course it isn't at all your fault. Still huge UGH that you and yours are being overburdened with loss.

caller: "i think a murder occured at blah blah blah"
me: "why?"
caller: "there's crime scene tape around the whole yard and a knife in a pool of blood. it's been there for more than four days now!"
me: "well sir, sounds like halloween decorations. I can assure you that police would not leave a murder weapon out in the rain for days. And real blood would have been washed away by all that rain."
caller: "well, it's really insensitive. there was a murder in this area a couple years and residents are very upset."
me: "have you knocked on the door and told the residents this?"
caller: "of course not, i thought someone had been killed."
me: "well, i'm pretty sure that's not the case. sorry your neighbors have poor taste. have a nice day. "
