Yes, I think so. Baltimore has Johns Hopkins, Loyola, and University of Baltimore. There are civil and hydro engineering projects, both civilian and through the Port.

Philly has plenty of schools - UPenn, Drexel, Villanova, etc. Engineering too, is plentiful and clients can cover the whole eastern seaboard. (At least it worked that way for my dad)

Atlanta has the universities and firms to hire engineers, but it's so spread out that the concept of neighborhood is rather diluted. The most affluent African-American community is Cascade Heights in southwest Atlanta, where Andrew Young and Hank Aaron live. I don't think it has much of a Jamaican presence. The Jamaican communities are mostly on the east side. The overlap would be Redan, parts of Stone Mountain and other communities east of Atlanta and just north of I-20. There are a number of Jamaican restaurants and clubs on Covington Hwy, and not many white faces.

Pretty much all of the NYC neighborhoods I can think of where I know affluent black people live are fairly mixed, or at least mixed enough that white people wouldn't stand out. (Actually, the only places I can think of that I've been where I felt like I stood out as a white person and most of the black people around me seemed fairly affluent were the Howard University campus and some parts of Oak Bluffs on Martha's Vineyard.)
