On July 5, 2011, the water was turned off at the house at [address]. I contacted you immediately to notify you of the situation, via telephone.
You told me that the water would be my responsibility which was not my understanding and is not stated in the lease. However, given the severity of the issue, I went to the Water and Sewage Board (W&SB) in an attempt to remedy the situation.The W&SB informed me that there had been no legal meter at [address] since December 2008. Therefore, in order to have a water meter installed a permit must be filed, an inspection must be performed by a licensed plumber and the city, and a tampering fee paid to the W&SB.
I informed you of the requirements outlined by the W&SB on July 6th. To date, no plumbing appointment has been scheduled.
Despite my repeated attempts to contact you and discuss the situation, there has been no resolution nor has there been any evidence that one is forthcoming. This is unacceptable.
The lack of running water renders this apartment uninhabitable (c.f. Landlord's failure to maintain the apartment in a habitable condition. Freeman v. G.T.S. Corp., 363 So.2d 1247 (La. App. 4th Cir. 1978). Therefore, this letter is to notify you that if water isn't restored by July 14th, 2011, I am exercising my right to void the lease and move out. In that case, my rent check for July will only be for the days that I had water, July 1st - 4th. Should the water be restored by July 14th, I will prorate my rent check to compensate for the days without water.

The only thing I would add to your letter is that you'll need to have proof that the permit has been issued and the fine has been paid so that you have it in hand when you go down to the W&SB to put the water in your name.
Because shady landlord is shady and might try further shenanigans.

I actually had a 1:30 appointment (to which I have been and am now back); I just tend to second-guess things that start as colds, because I hate to take antibiotics if I don't need them, so if I should just be keeping on with the OTC treatments, I don't want to waste my time or money at the doctor's office.
Anyway. Doctor said I have a sinus infection and a -- this is a direct quote -- horrible ear infection. She said the ear infection looks like it predates the sinus infection by about a month. And she asked me if my ears hurt, and I said yes, but that I assumed it was because my sinuses were all inflamed and pushing on my inner ear from that direction.
She said the reason my teeth hurt is probably because my sinuses are inflamed and creating pressure in one direction (outward-ish) AND my ears are the pit of hell and creating pressure in the other direction (inward-ish), but my poor teeth are between the two.
So I get oral antibiotics, and antibiotic eardrops, and cough medicine. I feel like a little kid with an ear infection.
smonster - I'm sorry you're still dealing with douchebag slumlord dude. I hope it resolves quickly! I'm glad that you can go to friends' places to shower and stuff, but this is crazy.

The doctor did, for real, look in my ear and say "Oh my god!" I told her that's not something you ever want to hear a doctor say. She apologized and said she just didn't expect such a horrible infection based on my description of sinus/cough/etc.

When we were here househunting, I felt bad over the weekend and kept thinking I'd get better, but by Monday I was running a fever and H tracked down an immediate care place. Horrible sinus infection, bad ear infection, and insipient bronchitis. So I got the good drugs and promptly passed out for two days. Not really meshing with the whole "in town for three days on a househunting blitz" thing. Plus out-of-pocket doctor and meds fees.
Germs, man. They will sandbag you at the absolute worst times. I hope your drugs slay them effectively and quick.
