At one point we had a CFO who was in charge of HR as well and he'd taken to going into the files for the employee manual and changing things, and insisting that, since the files were available to everyone, his changes would apply to the rules of employment. He never told anyone he'd been making changes, just went in and did it.
This came out at one point when he said flatly that anyone leaving would be paid for no more than one week of unused vacation (previously they'd get paid for all unused vacation time).
