#4 defaulting to #2 is somewhat like- I have no reason to believe I will be able to fly tomorrow, therefore, I probably won't.
To me, #2 implies that one has actually weighed the possibility. #4 carries no such implication. #2 is more like #1 than #4 - they're both answers to the same question, while #4 is potentially answering no question at all.
