My water bill is about $30/month. I'd be shocked if I got a near-$100 water bill, even in the summer.

That's not totally accurate. Sales taxes vary by city in California.
Amusingly, my water/sewer bill comes bundled with my trash bill. It's about $50 bimonthly for all 3.
Water/sewer service is a bill here too (I assume that building the sewer system was done with taxes and bonds and whatnot, but the monthly service is a bill, not a tax.)
I know that taxes go to things like maintaining roads and whatnot, so I assumed they went to other things that keep the city running, like sewers. My electric and gas bill is based on the amount of electricity and gas I use, so it's irritating that nearly all of my water bill is flat fees that have nothing to do with how much water I use.
