I would say that that opinion doesn't necessarily make someone an antisemite, but I have very rarely heard that opinion expressed quite that neutrally -- it usually comes with all kinds of other stuff that is antisemitic. I guess it depends on what the other solution would have been, maybe.
I think using the word "solution" in that context would cause all kinds of problems in and of itself, regardless of the intent.
