My dad use to drive to parks, sit in his car, and read a book. The last few years of his life he had mobility problems that sometimes made walking problematic, especially over gravel or broken sidewalks. He just wanted to get out the apartment and be around people while he read, even if he didn't know them.
He was not a pedophile.

Juliebird: Do you give tours or something? I can imagine someone with balls (and/or overly perky and/or friendly) going over to invite him to participate in something, all nice-like. That would let the person get a vibe off him, at least, and give him a chance to say no, he just likes sitting for whatever reason. I would think that's what they mean by "notice him, talk to him." Not that you should walk up to a stranger and accuse him of being a perv.
