My theoretical model is that any relationship that contains a power dynamic is fetishized, with the most obvious ones being the most common. So cop/prisoner, nurse/patient, drill instructor/new recruit, teacher/student and mommy/baby being near the top of the pyramid. As a service offered by dommes its usually referred to as "age regression."
The other axis of my theoretical model is that if it's taboo it's more likely to take hold in your psyche, with the most forbidden things having the most potency. Hence, the popularity of poop play. See also: incest, water sports, bloodplay, Nazi imagery etc.

Sure, but I know plenty of people who are totally into topping scenes of cop/interrogation or teacher/student or whatever. Fewer people I know are either into or ADMIT being into the mommy thing. Though lots of people I know flag daddy/boy, it's not infantilism age play like that.

Another reason why it's mostly catered to by professional dommes. It's mostly guys who are into it, and they tend to be embarrassed about it. IME. YBabyMV.
