I wear pants almost exclusively in the winter because tights/hose make me itch. Of course, one of the unofficial mottos where I work is "Every day is casual day."

I wear ballet flats and character shoes when I want to be a bit more dressy as my everyday work shoes. For the job that involved periodic extended walking they both worked pretty well, if you have enough support in the ballet flats.

I think even if I wore flats, I would not commute in them as I destroy shoes quickly in the wild and I just don't want to be taking them to the repair shop that often.

In Florida, I got into the habit of no hose with dress shoes. I may amend that here in Seattle, at least in the winter, and go back to tights/stockings with pumps, at least.
