If it were me in Toms shoes I would say something like - I'm very interested in this position which is why I'm willing to consider an offer that is X less than my current salary. However, in order to maintain my current standard of living, I would like X amount of PTO.

I guess then i would reiterate that you want the job but you need to make sure you wont be going backwards in terms of SoL.
