OK, could I possibly get some help in crafting the response? Basically, the set up is, they can't pay the salary requirements, so they offered lower than what he'd told them. All in all, still pretty good though. So their letter was like, ok, well, we can't pay you that, but we could pay you this which you are welcome to take, and we hope you do because we think you'd be a good fit.
So, Tom is like unable to form coherant sentences right now so I am trying to draft a response, and was hoping for some awesome patented Buffista feedback.

While working out this decision, I'd love to know what your health/dental insurance and PTO benefits are. Also, could you provide me with B and W's contact information so I could correspond with them about the terms? I assume that any discussion of the possibility of relocation expenses would be with them, or is that not part of the offer at all? Would I discuss the benefits questions I asked above with them or is that under your purview as Operations Manager?

The think about "the terms" above comes from her email which said this: "Please look it over and respond with your intentions or if you’d like to speak with W and B about the terms." There was an allusion to potential relocation expenses paid in the original job posting and we're trying to work out who to talk to about what.
