Marshalls or TJMaxx are often good. I even often find tights on clearance at reg dept store, but then it is usually textures or colors, not basic black.

I bought these Foot Traffic tights this winter and they are much sturdier that mostly nylon tights. They're not cheaper than Hue however: [link]
