I did well in my high school Civics class, but I'll be damned if I can understand how our legislative system actually works. It passes with 78 votes but was being held up by a filibuster and the reason the Dems can't do anything is because they don't have 60 votes to stop filibusters. Huh.

Senate rules. Used to be everyone used the filibuster sparingly. Then they changed the rules (here I get fuzzy) that a filibuster didn't actually require doing a Mr.Smith and really stopped respecting the principle behind the point of a filibuster (last ditch, put your feet and mouth where your principles are and fucking fight for it to the point of exhaustion, instead of calling it a filibuster and checking out for cocktails at Ye Old Capitol Grille. Not that I'm cranky or anything.)
