If there are few enough apartments, I knock on neighbors' doors. After that, I call a tow truck. I never park so as to block anybody. Even if I'm just running in somewhere for a second.
The person I'm blocking has no idea when I'll be back. It's on the blocker, not the blockee.
First I would look around to see if anyone seemed to belong to the car. Then I would knock on the door closest to the car in question and ask if anyone inside owned it. If that didn't work, I would get in my car and lay on the horn until the car owner came back. (keeping in mind my car horn is like, "meeep!")
If you're lucky, four burly strangers will happen along and you can ask them to pick up the offending car and move it out of the way.
I have the emails and phone numbers of everyone in my 12-unit apartment complex, so I'd probably try texting and emailing first. There's sort of a towing czar in one of the units, so if I didn't hear from anyone in 5 minutes, I'd see if he was home and if he knew who the car belonged to. If he didn't, it would be towing time, because he knows all the residents' cars and only residents are supposed to park in our section of the lot.

Her building is fairly big (and filled with a lot of random people, many of whom do not speak English). So she (a) looked for a note to see if they'd left one (like saying "call this number if you need me to move!") (b) waited a bit, (c) tried to set off the other car's car alarm, if it had one (that's the part that wouldn't have occurred to me), and then (d) called the cops and had them ticketed and (e) tried to get the car towed.
Apparently the first tow truck couldn't do it (it's in an alley behind/between buildings, so having that car parked behind hers made the space too tight?) so she had to call another one, and I THINK at that point, the person came out? Or maybe it was after the it got towed, not sure. But apparently the person was super pissy--their friend had TOLD them to park there! I was like "Well, then they should be mad at their friend!!" Because seriously, yes, sometimes you know your 'hood, and know that CarX has not moved in six months, and parking behind it for an hour will be very unlikely to have anything happen, but...my friend drives a lot. So...person's friend was WRONG. And that's how life goes.
And I was like "Dude. They could've left a note. Still not on you to call them if they're blocking you, cause that's an asshole move, but that'd be quicker than getting them towed. But they didn't, so it sucks to be them"
But my friend still felt bad cause she'd gotten chewed out.
