Don't know what PA rules are but here in MD it's much less hassle if you buy a car in state if you're planning to live with it here.
I would put the word out big time to friends "I am moving to City, PA. Who knows about it or knows people who know about it who can give me advice about places to live, etc."

On the same topic, after my hopes were dashed last week, I have decided to abandon the whole "graphic artist" facade and am now looking for Office help/Receptionist work. I have applied for three positions at the community college and hope I can get one.
I wouldn't mind doing office work if it is for a worthy cause. So, if I can find one at a school, community service org, or an arts org that would be fine by me. The work would have meaning and it's something I can do without too much new training.
So, I need to practice my typing and teach myself Power Point, etc. Fingers crossed!
