This is a total stab in the dark, but is there something in the lease or in IL rental law about the landlorld being responsible for keeping the building in a state where it's not unhealthy to live there? If so, then you could pressure the landlord to do something, which might entail the landlord coming up with some arrangement with the other tenant....

I use this stuff instead of Febreeze [link] , and it works pretty well on everything I've tried it on so far.

I ended up coating the scallops in cumin, searing them and serving them over quinoa. I was too lazy to do anything else.
