in 2008 there were 62 murders in Manhattan, while there 66 episodes in the Law & Order franchise, each with at least one murder.
I'm sure there are murder-free episodes of SVU, but then again, I'm even more sure there are more than 12 detectives in NYC.
There were 126 murders in Kansas City last year. So KC could probably handle Law & Order.

There is a pretty small area where the vast majority of them happen. Unfortunately the big city park happens to be in that area, but you're usually good during the day.
I was just playing, Gud, given how people still think NYC is scary. I mean, it can be scary, but it shouldn't be because of violent crime.
Memphis tends to hit the triple digits every year, so it could probably accomodate the full seasons of each unless they have a lot of serial killer episodes.

Rochester has the highest per capita murder rate in NY, but it was "only"44 murders.
Now I am going to laugh at all the people around here who are scared of NYC, because we have 20.5 murders per 100,000 and NYC has 6!
