the suggestion at BoingBoing is that Caster Semenya was not informed of her (she identifies as female, so I'll use that pronoun) test results BEFORE they were published in the media.

Yes and no. People (particularly older people) can sometimes appreciate the desire to celebrate ethnicity, but have a negative image of tattoos. My mother was talking about a movement in her sorority to not allow anyone with a tattoo to join.

I think she's wrong to equate the tatt with the locks, but also that, depending on the specifics of the tattoo, hiding it when necessary probably isn't that big of a deal.

Wasn't the article Hil linked to saying that the South African authorities (the ones that would have informed her) were refusing to accept/admit receiving the information? Let me go look. Here it is:

A spokesman for the International Association of Athletics Federations is reported to have said that its urgent efforts to contact Semenya, the women's 800 metres world champion, were being thwarted by South African athletics authorities. Adding to the confusion, Athletics South Africa (ASA) has denied the claim, insisting that it has not yet heard from the IAAF.

I'm not sure I blame the press in this situation. I call shenanigans on the ASA, believing the IAAF made sincere efforts to contact them and contact Caster. There's just no way to convince all (and therefore not really any) of the news outlets to sit on that.
