This morning on the way to work, it was 29 degrees as I got to Palo Alto. It had warmed up by the time I had to get out of the car, but only to 31, which is officially Too Damn Cold.

Well not canonically, no, but this is transformative fiction.
Personally, I don't see why we can't all agree (see how I do that, with the "personally" and the 'we all') that below freezing is too cold. Ice is too cold.
It's not like I'm trying to persuade you that it's too cold here in LA. Although it is. I just don't need your validation.
