I don't think so. Someone needs to monitor him to see what he's doing and where he's going, who better than the innocuous neighbor with a key to his apartment. But, in order to keep that trust, they need another person to steer him in the wrong direction when/if he gets too close.
Maybe Alpha imprinted her. Or she's working for him. It has been suggested that he has this kind of knowledge.

I like this idea better than the idea that she's another Active. She'd almost have to be full-time, otherwise she wouldn't be home when Helo called to get his pain medicine. It seems like a rather exorbitant waste of resources on the Dollhouse's part.
How many Actives do they have, anyway? Enough to waste one keeping full time surveillance on Helo?

I think it'd be interesting for Mellie to be an Active who has played that role and no other for a long time. Because maybe that imprint would be very sticky.
I think that she's an active that's been placed there to keep an eye on Ballard. OTOH, haven't they said something about the imprint only lasting 10 hours?
Isn't the problem multiple imprints of the same personality? I thought that's what Amy Acker (what's her character's name anyway?) was complaining about with Victor.
Hmm, the attic... does imply a more problematic termination policy than the 5 year contract would indicate.
