DVD has these English subtitle options:
- English Subtitles
- English Subtitles (Theatrical)
- English Narrative Subtitles
You want the English Subtitles (Theatrical). If your disk doesn't have that option, I've heard that the "English (dubbed)" option is closest to the original theatrical subtitles.
eta: You can tell by looking at the case - if it has the Theatrical subtitles, it'll say "Subtitles: English (Theatrical)" below the "R Restricted" thing.

I've got all three RE movies in my Netflix queue to watch before the new one.
I tried to watch "Let The Right One In" on Netflix streaming, but the subtitles were not on the screen for me.
It was disappointing; I have heard such good things about it.
We're watching TNT,
Resident Evil: Extinction
(which also passes) is on now. I assume we missed the first one. Reading imdb trivia I was surprised to discover the dogs are not CGI but in fact dobies in makeup.
