Everything I've heard indicates it's a barely-avoided-NC-17-R, not slightly-more-violent-than-PG-13-R.

Buffista Movies 7: Brides for 7 Samurai
A place to talk about movies--old and new, good and bad, high art and high cheese. It's the place to place your kittens on the award winners, gossip about upcoming fims and discuss DVD releases and extras. Spoiler policy: White font all plot-related discussion until a movie's been in wide release two weeks, and keep the major HSQ in white font until two weeks after the video/DVD release.
I haven't seen the movie, yet, but I remember back when it was rumored it was going to be PG-13 and the discussions of how it could still work by having Deadpool telling the audience what horrible thing he would normally do or say in a given situation, but he's not allowed to because of the movie rating.
One of the more brilliant suggestions I saw was a running gag about Deadpool trying to decide when to use his lone F-bomb but then someone else does it near the end (bonus points if it's a Wolverine cameo) and he gets really angry at that person for stealing his moment.
So it sounds like Deadpool is Kick-Ass/Kingsmen but way, way better? Fair assessment?
I didn't see Kick-Ass or Kingsmen, but from the reviews/descriptions I've read of the two movies -- yeah, Deadpool is in that category w/r/t the over-the-top, extremely graphic uber-violence.

I have seen all of them and it's a fair comparison with regards to violence and sex, though thankfully the ending of Deadpool doesn't completely undermine the whole movie like in Kingsmen.
Let's not forget the sex!
