Most of the negative reviews I've seen seem to be from folks who don't actually like superhero movies.
I read one that complained about the "generic quick-cut action where it's impossible to tell what's going on that's in all action films these days" and I had to wonder what film they were watching. One of the things I liked about CA:tWS was that I could actually tell what was going on in most of the fight scenes and they did some really nifty stuff with Cap's shield.
Oh, yeah, I often have trouble following what is actually going on in fight scenes lately, but not in Winter Soldier. Even with the 3D blur.
I will agree with that article P-C linked, where an unfortunate number of reviews that dismiss Black Widow as eye-candy and/or question why Scarlett Johansen is in such a "meaningless" role.
Personally, I think Widow was an essential part of the movie, both for her contributions to their endeavors, and as a foil to Cap's idealism. (She also got most of the best lines, though Falcon and Cap had some good ones, too.) I also loved the bit where Cap goes back for the
thumb drive to find it missing and Widow steps up behind him popping the gum it was hidden behind.
I said this on Facebook, but I feel it strongly enough to say it again. It's nice that Marvel is filming so much in Cleveland, so I don't have to go back there to visit in person. I did a certain amount of "Hey I used to ride my bike across that bridge" while watching this movie. Of course, during Avengers I was playing "Spot the spots where I'd go when cutting school".

I think it's safe to say it'll be in theaters for at least a month.
I do have to wonder why Steve thought
hiding the jump drive in a vending machine with a giant window was a good idea. Are villains not allowed to carry small bills in the MCU? "The secret McGuffin would be mine if only I had change for a 50. Curse you, Captain America!"
