Is Gordon talking to...Bruce Wayne? It sure seems like it
I have seen speculation that
Bruce is disguised in that hospital scene. So Gordon knows he's talking to the-dude-who-is-Batman, but not who that is.
(I have no idea whether that's based on something or if it's just a wild guess.) I would expect Gordon to have a pretty strong suspicion, especially after TDK. But I'd also expect him to want plausible deniability.

I thought for some reason that was a flashback of Bruce climbing out of the well he fell down into the not-yet-Batcave as a kid, but then, duh, it's not a kid (and Bruce didn't climb out of it, either).
I was also assuming the pushups were being done by Bruce, if he's been out of the Batman game for a while.
But it being Bane makes sense too.

Johnny Depp is going to play Tonto in a new Lone Ranger movie. (And a white thoroughbred from Illinois is going to be one of the horses playing Silver.)
They're making sure he's really white, yes? I just saw a QI where they tripped up a horsey person by flashing a picture of Silver asking, "What color is this horse?" and without even thinking she answered, "grey".
She is a sabino thoroughbred. I don't know if the other horses cast are also sabino but this one is registered white.
