I just checked Craig Ferguson's bio. Both he and John Barrowman are from Glasgow. Looks like the accent is Glaswegian.
What I love is that not only does his accent fluctuate, but the entire pitch of his voice is altered, going up a few steps. It's absolutely adorable.
