I think if she can show that she has done freelance work in the last 12 months, she might qualify for the freelancer's union.
If there are any professional organizations she can join, she might qualify through them. I once had insurance through a home builder's association when my homebuilding employer did not offer it.

A bill is making its way through the New Hampshire House of Representatives- has already passed the Senate. The governor's not a fan, but last I heard, he hadn't made any threat to veto.
Rhode Island I am pretty sure will NEVER pass this kind of legislation. The power structure is pretty Catholic.
