and yes, work is being unthinking in the desire to protect it self ( I think laptops for the contractors make sense from the ability to audit but the rest of it sounds stupid)

The employer supplied equipt for contractors makes sense, but to do it by fiat suddenly without providing the funds in the budget? Most of these folks are developers, and a base system that matches what they have presses over $2K starting (hardware, software, peripherials.) They pay for their internet access. Gotta love gov't work.
