The Palm Beach Post had a good explanation on Amendment 1:

Acting out of fear of the "Yellow Peril," Florida amended the state constitution in 1926 to ban "aliens ineligible for citizenship" from owning land. The "Yellow Peril" fear of Asian immigration has been replaced by fears of illegal Hispanic immigration, but the ban remains.

It shouldn't. Such outdated xenophobia has been removed from state constitutions nationwide - most recently in New Mexico and Wyoming - leaving Florida as the last state with a constitutional throwback to racist "Jim Crow" laws. Amendment 1 on the Nov. 4 ballot would remove the ban. Passage requires support from 60 percent of voters. The Legislature voted to hold the referendum in the closing moments of the 2007 session at the urging of state Sen. Steve Geller, D-Hallandale Beach.

Even though the ban never had been applied, passage did not come without a fight. Rep. Mitch Needelman, R-Melbourne, argued that it would be nice to keep it around as an immigration-fighting tool. Thirty House members agreed with Rep. Needelman. Voters can tell them how wrong they were by erasing this stain from a racist past.

Hard to get all that from the wording of the actual amendment.

Pro the Phillies: They're one of the original baseball franchises and have only won the World Series once in more than 100 years (back in 1980). They've won less World Series than the Cubs. They've won less World Series than the Marlins, who are an expansion team that's only about 14 years old. They have a very talented team, but that team is about to split apart by free agency. Their best players are in their prime right now. They could have another shot at it but it's not likely.

Pro the Rays: They are also an expansion team but they've never had a winning season until this year. They were the laughingstock of baseball until their current ownership group started to turn things around and draft great talent, and make smart trades. They're young, and have players with amazing potential and upside. They compete in the same division with the two richest franchises in baseball: the Yankees and Red Sox. The Yankees payroll this year was about $200 Million, Red Sox $130 million. The Rays payroll is about $40 million. Their manager is cool, and has nerdy glasses and uses words like "ubiquitous" in his interviews (very unusual for a baseball manager). He likes to ride his bike to work. Their fans nickname for the pitcher David Price (#1 draft pick in 2007 - who shut down the Red Sox) is Velociraptor Jesus. Their first baseman Carlos Pena was a highly touted prospect who kicked around and was almost out of baseball and the Rays took a chance on him, and he blossomed with them to become a team leader and home run hitter. He's well read and thoughtful.

Both teams are evenly matched, but the Rays have a slight advantage in that they have a lot of great left handed pitching which can neutralize the Phillies best hitters. Left handed pitching is Kryptonite for Ryan Howard.
