I've usually heard "writing across the curriculum" to mean the sort of program in colleges where, instead of everyone having to take a freshman writing seminar, they have writing-focused classes in various disciplines, so that you can take a course where you write about science, or write about architecture, or write about music, or whatever, rather than everyone taking the same generic "writing" class.
