I'm thinking they are balking because of the I-9. If they just need to notarize the statement (an affidavit is what I'm thinking), then don't even show them the I-9. The notary only needs to see the affidavit, if that is what they sent you.
I think the problem is that the I-9 itself is supposed to be done in person, and they're trying to find a way around that.
This can't be an unusual situation though - there's got to be a better solution out there somewhere.
