Unhappy dogs and cats aside, it sounds like everything is working out as it should. Not enough room for all.
and that toll thing is F'ed up. How does a non-resident deal? and a rental agency should have the easy pass on all their cars -- you might want to get involved with the BBB in that area.
Stuff I've read about introducing a new dog to a household said to keep them apart until they exhibit no aggressive behavior and that this process could take a month or two. If you can live with them separated this might be the best thing for everyone.

You can still take the freeway and have to deal with the traffic. They just have a tollway instead of HOV lanes.

I was talking to a guy recently who was telling me that he has two dogs that his daughter asked them to foster for a while - and became permanent, naturally, like three years back. Which, okay, whatever. (His daughter's a vet - she wasn't foisting her own animals, fwiw.) But then he said that the dogs don't get along - have to be kept separate all the time, even walked separately. I can't imagine living like that.

Heh, well pet owners are an interesting bunch. My brother and his wife are now up to 5 cats (they were up to 6 until very recently), and have at various points had to deal with extended feuds going on between them (which started between a brother and sister from the same litter who already been raised and together in the same house for years at this point).
During the worst of it, my brother literally set up screen doors INSIDE the house to keep them apart when no one was home.
They've also built a wire cage at the back of the house with a cat window so the cats can spend outdoor time.
