Indeed she does.
Edit: for the most part, it doesn't really matter where Cylons are parked, as they can't be XO'd and they can move to any space they're allowed to activate at the start of their turn. That's changed a little in Pegasus, as they can't return to the Resurrection Ship ofter leaving it, and there's a Treachery card they can play in place of their move.
I'm taking Dee's move to the Cylon Fleet as implied in this case.

Very well. The 4 raiders in Sector 6 attack first, followed by the 3 raiders in Sector 5. There's a lot at stake here: it's possible for the humans to lose the game right here with the loss of only two ships, if they're the wrong two.

All 8 vipers are now damaged. There are no vipers remaining to protect the fleet.
Attack 3: destroys one civvie.
Dee, as it happens, activated Comms way back when she revealed, and so she still knows the contents of ships D and E. Ship D taunts her with memories of her 'human' identity, and she orders it destroyed:

Population falls to 3. That concludes Dee's turn. I'm sending Ellen's cards now. Ellen, when you're ready, please post your move and action.

No, the count was off. She only has 9 cards. It updated automatically with her normal card draw, not her Cylon draw.

We're in dire straits here. Even though it's likely to kill us, I think we have to jump here. Next raider activation is going to destroy 5 civvies, and chances are good there's going to be at least 3 population among them anyway.
After Ellen's turn is Helo's. Even if we manage to get a jump icon and no raider activation, Helo will just activate the raiders and destroy all the civvies himself before Roslin gets a chance to jump us out of here.
