The new Destiny Deck could include the discarded Treachery card from the old deck. The order of operations is:
1. Discard the old deck (they join the old discards)
2. Add the remaining Treachery deck to Destiny; come up 3 short
3. Reshuffle the Treachery discards
4. Add the remaining 3 cards into Treachery
5. Reshuffle the new Destiny cards
While I'm at it, administrative note: Roslin's card draw exhausted the Leadership deck. I've reshuffled the discards.
