I think the already played SP still applies to the re-roll, but I'm not positive.
That is correct. The new roll uses all the modifiers on the old roll. And the new roll is:
Die roll = 4 + 2 = 6. Fail! I have COs - everyone passes on Calculations. The result stands - 1 Population is lost.

Apologies, I made a mistake on the destination details I sent out. Not on the card itself, but I forgot you lost 1 Fuel last turn. Fuel drops from 6 to 2.
