I don't know who to suspect, though obviously one of our fearless leaders is lying to us.
I recommend we don't XO either of them until we get this figured out. The only check that I feel might have been spiked so far was spiked with Blue if it was, which neither of them draw.
Definitely don't think airlocking is the solution until we're sure. If we get the wrong one, not only is it going to cost us a lot of cards, it's going to cost us a point of morale.

If we get the civvies into Sector 5, I can keep any possible raiders off them for a turn or two in case of Cylon attack. Since raiders aren't likely to pop right into Sector 5, we should have time to get more vipers in the air to back me up if necessary.
