Like anything else, activation is just a phase during your turn, so your ability to reroll the die is in effect.

The GM rolls the die, and you say "You made a bear! Undo it! Undo it!" And then she rolls again. But the roll was still a 5, so sadly, the entire population of Cloud 9 has still succumbed to a surprise bear attack.

(By the way, you can also force rerolls of raider attacks with "Evasive Manoeuvres", i.e. the low Red cards. Not that it's necessary here, we can afford that viper.)
