I believe the activation happens before the jump track. I will confirm what the rule book says when I get home (unless one of you has it handy and wants to quote chapter/verse).

Yes, basestars only ever attack Galactica, not civvies. This is the only activation that would do anything before you jumped.

In the meantime, since we're going to jump and no longer need immediate FTL, where should Tigh move on my turn? He has no cards so we might as well get the most out of the move.
