Aw, crap. Those basestars are about to shoot at us again. No jump icon either.
So, what does everyone think for this one? We've already lost 2 off both Morale and Population. The Admiral's got six cards, so if he passes up the Presidency at least he won't go off on a bender. Tigh's OPG power lets him grab the Presidency, the same as this card does.
Another comment: at the moment, our lowest resource is Food. All the Food Shortage and Water Shortage crisis cards are President's Choice. The President also controls any Food Rationing cards from the Quorum. In other words, the President has the most control over our Food of any player. It's important at this stage that we have a President we can trust.

Well, that's the question isn't it? My gut feeling tells me to not to shift the Presidency. But, then again, I got a cylon pregnant, so we might not want to trust my instincts.

That is a good question. The rule book doesn't seem to have explicit directions. It says:
Whichever player has the President title has control overthis hand of Quorum Cards. These cards are kept secret, and there is no limit to the number of cards that may be in the President’s hand.
The "kept secret" part says to me that they would *NOT* pass. But the fact that it says "has control over *this* hand..." says they DO pass with the title.
