re: secrecy. Can I talk about the destination card I left on top?

Per the secrecy rules, you can't disclose any specific information about the card. That largely leaves you with broad value statements, e.g. you can tell us that you think it's a good destination. (Of course, the fact you left it on top pretty much says that anyway.)

Does a Scientific Research have to be declared before a check, or can one wait and see what the Destiny cards are first?

I believe it has to be declared before the check begins.

Play before cards are added to a skill check. All engineering cards in the skill check count as positive strength.

eta: If I may offer advice as the GM. Since the CAG played the IC, y'all will be able to see what Destiny tosses in the check from the get go. And if a spike happens, you can see it, and adjust. Unless the current player spikes it. As that would put him in the brig, I don't think that would be wise.
