I'm for scouting. If 3 distance brings on cylon onslaught I'm for 2 also. But if the top card is three distance I'd rather take it than discard and risk the next top card being a 1.

I'm in favour of scouting. If President Zarek can do it (do you have any Launch Scouts, Mr President?), then I suggest an XO to him - he could use the second action either to scout again (if possible) or to work the President's Office for more Quorum cards.

I would still pick a 3-Distance over a 2-Distance, even though it means I'd be in the Brig from next jump. We have the Sympathiser sorted, so no need to slow down on that account. If we take a 2-Distance jump, we'll quite likely still need another four jumps to reach the end; with a 3-Distance jump, we'll be more likely to need only three more jumps. Outside chance, with another 3-Distance and Legendary Discovery, that we'd only need two.

(Mr President, if you do have an LS, may I also suggest you also put in COs for if Apollo gives you an XO? (If one of your actions is launching a scout, don't forget to include whether you play an SP in your CO.)

Cool. Do you have a good option on a second action? I think you're on the Hangar Deck right now, you could launch yourself into space if nothing else. (Though since we're one icon away from jumping, you'd probably be grounded again pretty smartly.)

Sadly, it is pretty much like that. The text on the card specifies that only one XO may be played per turn.
