A reminder: every player except the first (i.e. everyone except me) will start the game with three cards from their normal skill set. I recommend that, when you choose your character, you also either post your choice of three cards, or send a CO to omnis. (If you send him a CO, you can make it conditional on whether you start the game as a human or a Cylon.)

That is correct, she can choose any remaining character from any category.
Edit: given our first three choices, if she chooses a military leader (Adama or Tigh), she's guaranteed to be Admiral. If she chooses either pollie (Roslin or Baltar), she'll be President.
