Your attention please. This is Admiral Thrace addressing the fleet. I know we're all scared. We've been through a lot. I know there aren't near as many of us as there were when we left Caprica, and we're desperately searching for the fuel we need to keep going, but food riots will not help.
Regulations state that I am well within my authority to have all the rioters put to death, but we've been through enough already. We don't need any more bloodshed. However, I have posted Colonian Marines throughout the fleet to help keep the peace. Do not force my hand. Please, return to your duties or your quarters. We will get through this and find a new home, but only if we can keep from tearing each other apart.

I like to think of the loss of Food and Morale on the one hand, or Fuel and Population on the other, represents the Admiral deciding whether to acquiesce to popular demand and resort to cannibalism. (You need the fuel to fire up the barbecues - you're not savages, dammit!)
